Structural engineers have the responsibility for designing, sustaining, and upgrading structures and infrastructure which are exposed to a wide range of gravitational, environmental, and accidental loading conditions. When these loads are comparatively extreme and inherently uncertain, such as those due to strong earthquakes, severe fires, or large blast explosions, the challenge posed to a structural engineer becomes considerably more intricate and multifaceted. In recent years, advances in structural engineering research have led to significant developments in performance-based structural design methodologies for extreme loads. This presentation discusses selected examples from recent research and industry projects that have contributed to the development of improved design guidance for structures subjected to extreme loads. In these investigations, theoretical and numerical investigations are typically coupled with observations from full-scale tests on prototype structures and focused laboratory validations. The gradual shift in practice from prescriptive codes to performance-based design procedures offers a reliable basis for achieving the primary objective of protecting lives, property, and livelihoods. It also provides a credible framework for estimating direct and indirect physical and economic losses in an extreme event, in a manner that enables stakeholders including owners, users, governments, lenders and insurers to make informed business, emergency and safety related decisions.

Professor Ahmed Elghazouli, Global STEM Scholar and Chair Professor of Earthquake Engineering and Structural Integrity at the Hong Kong Polytechnic University, previously headed Structural Engineering at Imperial College London with rich industrial and academic experience in the Middle East and the University of Edinburgh. A leading expert in seismic design, structural robustness and extreme-load structural performance, he has published over 400 papers, participated in landmark global structural projects, and served as a Fellow of the UK Royal Academy of Engineering, Chartered Engineer and fellow of civil & structural engineering institutions, while chairing international seismic code committees and holding visiting professorships across Europe, the US, China and Japan. Over 30 years, his pioneering research on structures under earthquake, fire, blast and impact loads has translated into industrial practice and updated international design standards, winning multiple research awards from top UK engineering bodies. At PolyU, he is affiliated with the State Key Laboratory of Climate Resilience for Coastal Cities and Otto Poon Research Institute for Climate-Resilient Infrastructure, and leads a structural resilience research group focusing on GBA infrastructure disaster resilience, reusable structural components, 3D-printed member seismic performance, coastal and high-rise structural behavior, as well as AI-aided structural modelling and design.
